B-TEVTA: From Dream to Reality, Empowering Balochistan’s Youth Through Skills, Employment and Opportunity

Training the youth of Balochistan for employment abroad was a dream I expressed in my very first speech in the provincial assembly of Balochistan.

The chief minister of Balochistan, Mir Sarfraz Bugti, has always stressed the empowerment of the youth of the province through education, skills development and employment. He has consistently emphasised that creating opportunities for youth is not merely an economic imperative but also a strategic investment in peace, stability and prosperity. The Government of Balochistan under his leadership has made human capital development a priority in the agenda of government and technical and vocational education one of the major focus areas of reform. Recognising the importance of a skilled workforce in a rapidly evolving economy, the provincial government has strengthened the role of the Balochistan Technical Education and Vocational Training Authority (B-TEVTA) as the province’s premier institution for technical and vocational education. Through institutional reforms, expansion of training opportunities and stronger linkages with industry and international employment markets, B-TEVTA is becoming an engine of socio-economic transformation for Balochistan.

B-TEVTA: Building Skills for the Future

B-TEVTA is the apex provincial institution responsible for regulating, promoting and strengthening Technical and Vocational Education and Training (TVET) across Balochistan. The authority’s task is to provide skills to youth with relevance to the markets in terms of both the domestic and the international labour markets.

B-TEVTA today operates a network of Technical Training Centres (TTCs) and Vocational Training Centres (VTCs) throughout the province, training thousands of young men and women in a wide range of trades and professions. The authority’s emphasis is not only on training but also on linking skills to employment and entrepreneurship opportunities as well.

A Major Reform Under Chief Minister Sarfraz Bugti

Under the current government, the most important change is the unification of the technical and vocational institutions under a single framework with the leadership of B-TEVTA. During the high-level meeting headed by Chief Minister Mir Sarfraz Bugti, the decision was taken that the polytechnics, colleges of technology, social welfare vocational centres and small industries training centres would be included under the fold of B-TEVTA.

This ‘landmark reform’ aims at ending the fragmentation of the skills environment, better co-ordinating training, strengthening the quality of training and making better use of resources. A common TVET system enables the Government to harmonise training programs with labour market needs and offer a better trajectory from training to employment

Connecting Youth with Global Opportunities

The programme is already delivering tangible results. Under the Chief Minister’s Youth Skill Development and Overseas Employment Programme, dozens of trained young professionals from Balochistan have secured employment opportunities in Saudi Arabia and Qatar through B-TEVTA-facilitated placements. On the occasion of a ceremony held for successful candidates, the provincial leadership called the initiative a merit-based pathway to dignified employment and economic empowerment.

The Government of Balochistan has ambitious targets to prepare and provide overseas employment opportunities to 30,000 skilled youth in the next five years. The scheme under the supervision of Chief Minister of Balochistan Mir Sarfraz Bugti is enabling the province’s young population to compete in international labour markets and contribute growth through remittances and skilled employment. 

Partnerships for Quality and Innovation

A contemporary skills ecosystem is not possible without partners. Understanding this situation, B-TEVTA has formed partnerships with well-established national and international organisations such as the National Vocational and Technical Training Commission (NAVTTC), the British Council, GIZ Pakistan, the University of Balochistan, and BUITEMS. These partnerships are involved in curriculum development, capacity building, standards and engagement with industry.

The authority has also enhanced its cooperation with development partners and actors in the skills development and employment generation sector, which ensures that training programmes are relevant to the changing needs of the market.

Skills Development as a Tool for Stability

The Government of Balochistan considers skills development more than an educational programme. It is a means of inclusive growth and social stability. Through employment, entrepreneurship and overseas employment, B-TEVTA is enabling young people to be productive members of society and the national economy.

Chief Minister Sarfraz Bugti has said that the creation of opportunities to grow brings youth as stakeholders of peace, progress and development. This belief is reflected in the province’s increased investment in technical education and in the model of governance that empowers the citizens by providing practical opportunities.

Precisely, B-TEVTA stands as a symbol of the Government of Balochistan’s commitment to investing in its greatest asset, its youth. Through institutional reforms, market-orientated skills, strategic partnerships and overseas employment initiatives, the Government of Balochistan is creating new pathways to opportunity and prosperity across the province.

The vision articulated by Chief Minister Mir Sarfraz Bugti in his first speech to the provincial assembly, that the youth of Balochistan should be equipped for employment opportunities beyond the province’s borders, is steadily becoming a reality.

What once was a dream is now taking shape through tangible reforms, international placements and a growing culture of skills-driven development. 

As Balochistan continues on this path, B-TEVTA will remain central to transforming the aspirations of its youth into lasting progress for the province.
